PC World Lost Files

As the customer paid for a service that PC World didn't supply then certainly the customer is due back any fees that were paid for the service.
The fact that the photos have now been lost is not a fault of PC World, unfortunately this data should have been backuped by the customer independently.
As already suggested, a data recovery specialist is an avenue worth investigating,0 -

If they've done a full format of the HD he's stuffed.0

The problem here is that the OP took the PC to PC World. Ha ha0

You have to wonder how someone without the PC knowledge to back up his files managed to have digital photos from 10 years ago (very infant stages) and transfer the data between a few PCS
Me thinks someone is either exaggerating or on a scam0
