I'm on broadband and my modem/router is switched off every night and I have a new IP address every day. The phrase "always on" is misused, it should be "always available" in so much as you don't have to dial to get online. Opening your browser is usually enough, except for AOL, Tiscally and a few others where you have to physically connect to their site and sign in to connect.
Plus the fact that only some ISPs advertise a static IP address.

This is not 100% correct. Dial up access will always give you a different IP address (dynamic) each time you connect. Broadband can be both. Some ISPs will charge extra for a static IP address (always the same address) on broadband. A few companies offer this for free as part of their broadband deal (my ISP Zen offer up to 8 static IP addresses free as part of their package). The majority of broadband deals out there still use dynamic addresses. Although you will keep the same IP address while you keep a constant connection (this could be for weeks/months if you don't break the connection). Even using a router, if you unplug the router completely for approx 5 minutes, then reconnect. You will be issued with a different IP address. It depends entirely on the type of deal your ISP offers.

Static IP addresses can have their advantages. For the majority of the public, it won't make any difference at all.

Even if you are on a 'dynamic' package. Believe me. your ISP will always be able to tell every single site you visit. When you log in. Your details are registered against that specific address. If the police went to the ISP enquiring about an IP address. Your ISP will be able tell exactly who had that address at the time the police are interested in. The UK government are trying to make it law that ISPs have to keep this data for at least 1 year. They claim that this will help them in the fight against terrorism. In Europe, the music industry is trying to get it written in the statutes that they can also access this data.

People think that when you are online, you can be completely anonymous. There are ways of doing this, but not from your home connection, and I'm not going to publish ways of doing this in an open forum.
