When ive got quite a few spare i send them back at the end of the week in the large envelope that has received test items in. Theyve never told me not to do this.
Correct me if im wrong but i dont think they like you putting anything but received items in the return envelopes

You are right that it is only the items of mail which have been received which go in the large envelopes.
I don't think they look inside the big envelopes unless they need to check them for something in particular. So normally they would not open the envelope but just keep it for a while just in case.
So they would probably not find the unused Smart envelopes in the received mail envelopes.
Suppose fold and return them when returning a Smart but it is probably more trouble than it would be worth to them.0 -
I too had lots of smart envelopes i was asked to return a smart today so i put all the spare envelopes in with it and sent them all back.0

In case you do another mis-delivery survey -
yes, you were meant to count every piece of mail which was delivered by the postman to your address - whether it was test items from Kantar, ordinary post addressed to you or items sent to that address (whether or not it was addressed to a person who actually lives there). You just needed to record separately on the form (and complete another form with details) anything which was meant to have gone to another address (unless it was properly re-directed to you).0
