I read this earlier today and for some reason it has stuck with me.I just wanted to have my say.I think the OP must be a very caring person.This boy was part of her life at one time so there must be a connection there although there's no responsibility.I'm sure if the boy had nowhere to go she would put him up but at the moment he is staying on friends floors, although this is temporary.The OP is looking for long term solutions in order to help the boy.I think connexions is the way forward like other posters suggested.This is what they're there for and should provide some help.I hope he gets sorted soon.Well done OP for caring
