I believe this pipeline card has been based on a misunderstanding of the tax system.
Many of us have asked Ben for clarification and we have had none, on pistonheads forum he wrote this:
'Sorry I haven't explained it very well.
The product, delivery & retailer margin accounts for 30% of the retail price. The other 70% is tax (duty & vat).
Therefore if the pump price is reduced by 10p then the "product, delivery & retailer margin" is reduced by 3p and the tax is reduced by 7p.
This is due to duty being calculated as a percentage of base price (circa 203%) and then VAT being charged on the delivered price.

But duty is 48.32p a litre on diesel and petrol, no matter if it is sold for £10 a litre or given away for free.
So it just happens that if you pay 84.9p a litre (Monday) to fill up, that is:
12.64p 15% VAT
48.32p 57% Duty
23.94p 28% To the retailer
If you knock 5p off the price, the duty is unchanged, VAT comes down a tad, but most (4.26p) comes from the retailer.
Ben has been unwilling/unable to clarify this....

So the prediction of saving 10p per litre relies on his claim that the tax and duty will be cut by 7p. I don't think the government will help to fund his enterprise.
I agree with your version that the duty is a fixed amount per litre, which is after all the way the government and others describe it.

Indeed, he is showing a complete lack of understanding of the tax system!
I've asked him numerous times to clarify if he has based this on a false understanding without any response.....

I was thinking of passing this e-mail to those on my mailing list and would've signed up sooner if my e-mail reader hadn't crashed losing all my stored e-mail.
Having seen the above email I am starting to think I made a good decision not to pass on this fuel saving information.
Registration usually asks for more than your e-mail address as a compulsory thing in order to deter the possibility of spamming.
No disrespect to all but I have always looked out for ways of paying for fuel at a cheaper rate in any other form than a credit card.:beer:

Sorry for the delay in posting this; I have been out of the office for a few days. You are absolutely right in saying that duty (unlike VAT) is a fixed amount per litre.
The post on PistonHeads was incorrect and I posted it on a busy day without thinking about what I was saying.
However, I am happy to tell you that this doesn't impact on how PipelineCard works in any way as Pipeline is a bulk buying deal so our discount comes from the retailer.
