Yep but they haven't announced whether the new rules are yet in force, they originally just said 'November' and there's been nothing since.

One change has already happened though without any apparent proper announcement and that is the removal of all feedback left by new users who are NARU'd within 90 days of them joining ebay.

Hi this is from ebays help page - So it seems that the feedback removal for non payer bidders is enforce - here is hoping I have two to leave this week .-More info help pageFeedback abuse and removal.
- The feedback comment contains links or scripts..
- Feedback left by a person ineligible to participate in eBay transactions, according to Section 1 of the eBay User Agreement, at the time of the transaction or the time the feedback was left.
- Feedback left by a member who provided eBay with false contact information and could not be contacted. In general, the transaction period is considered to be 90 days from the end of the listing or 30 days from the date the feedback was left, whichever was longer.
- Feedback left by a member who bid on or purchased an item solely to have the opportunity to leave negative feedback for the seller, with no intention of completing the transaction.
- Feedback left by members who are indefinitely suspended for certain policy breaches within 90 days of registration. eBay believes that members who are indefinitely suspended soon after registration shouldn't be able to permanently affect another member's account

i wish they'd hurry up and change the rules then, cos the current system sucks. I've got a problem with a seller just now. He didn't list postage, and i've emailed him three times to ask what postage is so I can send money, and he simply won't reply. Getting really fed up!26/09/2017 - Started comping again. i've got one negative and 338 positive that one negative was from a guy who for some reason didn't leave his address with ebay.
i emailed him 10 times over 4 weeks asking for his postal address and NEVER got a respsone. finallly i gave up and bought the same thing from someone else.
suddenly he starts demanding i pay him after 4 weeks of no replies and then goes and leaves me negative before i can do anything at all!
now how was i supposed to pay for something when he would only accept cheques but didn't leave an address for me to send a cheque to?
unfortunately i didn't know how to make a comment after the neg feedback (actually still don't, how do you do that?) but that was more than a year ago and was the only one...
what can people like that expect?

I know how you feel. I sold a caravan to someone who bid & won & then said i have now found another one..aagghhh. Newbies who dont reply 7 dont answer. They cost you a lot of time and annoyance & will leave negative if you do but others SHOULD be warned about them by their feedback. I have a new system i am going to do now.They have lots of emails & i file an unpaid dispute and on the last possible day to leave feedback i will leave a negative so they cant retaliate!..If there were other circumstances than the above i would leave a neutral & give them time to see & reply though.wigginsmum wrote::mad:
I've been buying and selling on Ebay since Jun-03 - 2050 transactions, all positive feedback. This month I get my first 2 negs. One from a buyer who didn't pay after 9 days, then left me neg when I offered her another week to pay. The second one ignored my 3 reminders to pay so I left neg, she pays a few days later with no apology, then leaves me neg!
Honestly, it's enough to make me give up on Ebay. It seems to be the newbies who don't bother to learn how it all works, want something for nothing, and moan when they get neg through their own fault. I've had to leave 16 negs this past month for non-payment and non-communication.
