Sounds more like a internet problem then a computer problem.
Are you on broadband?
If so run a speed check.

That's your problem.
The fact you can upload faster then you can download indicates a real problem.
I'm lucky to get broadband but even I can get at least 1 Mbps.
Have you been with isp long and who is it?0 -
Those speeds are unbelievable!
And its more than definite an internet problem.
Your ISP could be having problems0 -
Just another thought.
Check your number here and see what speeds you should be expecting then we can compare that to what you are getting.

It is AOL, been with them for about the last three years. It must just be the internet on this computer because the computer downstairs is working fine and it has the same internet connection. Why can i play runescape and watch on youtube if there is something wrong? Could it be anything to do with the 85mbps homeplug i am using to connect to the internet? I appreciate your help thankyou0

According to BT Wholesale, houses at your postcode should be able to support a 6.5Mbps or faster connection via ADSL Max.
Standard ADSL RAG results
You can receive 2Mbps ADSL
You can receive 1Mbps ADSL
You can receive 512kbps ADSL
You can receive 256kbps ADSL
You are approximately 403 metres from the exchange. Note that this is the straight line distance - the actual cable length will be longer!

Run the same speed check downstairs and if that looks good then its a good chance that's your problem yes.
The other computer isn't downloading while you on yours is it or anything silly like that?
You tube and runescape will work it will just take longer to buffer videos on you tube and runescape might run a bit laggy that's all.0
