Relisting - is it free?

I am selling one lot of items at the moment on a BIN only basis - however none of them have sold yet (and are unlikely to within the next few hours) I have only sold once or twice before on Ebay. If none of my items sell - can I relist them for free???

Firstly Dutch auctions cannot be relisted under the 'free' scheme.
Both the original listing and the relisting must be single-quantity (not Multiple Item or "Dutch").
Also, I think ebay's use of the term free relisting is misleading. If you relist you will only get that second listing fee refunded if the item sells, if that item doesn't sell the second time you end up paying 2 sets of listing fees.
The relisted item must end with a winning buyer. If the item doesn't sell the second time, the Insertion Fee is not refunded.
