You could do two things search for the number in google to see what it comes up with or alternatively use this website Who Calls Me put the number in to see if it is scam number
OTH

The rules of the competition are here

http://www.houseoffraser.co.uk/on/demandware.store/Sites-hof-Site/default/Link-Page?cid=M114_CAMPAIGN_LANDING_DUBAI_COMPETITION

and it says "One winning entry will be drawn at random on 5 November 2008, under the supervision of an independent observer. The winner will be notified within 1 week after the closing date by email"

If it was me I would phone and make a note of who answered - ask the name of the company. If I wasn't sure they were genuine I'd hang up and google the company and ring back if I was reassured.

Hopefully this is just a glitch in their system and nothing untoward. I have emailed them to try and find out. Will post the response if I get a reply :)

• Who is the regulator for UK internet/website competition sites? (ie those ending .co.uk)

I'm interested - is it ofcom?

Any answers welcomed.
• Depends on what you are complaining about (assume it's for a complaint). Ofcom is only the regulator for the communications medium - TV, telephone, mobile, broadband (because it uses telephone lines).

If it's about advertising then you need to go to the ASA.

If it's about the set up and/or running of a promotion then you should go to either to Office of Fair Trading or the Trading Standards office, depending on what the problem is.

I don't believe there's a dedicated regulator for competitions or prize draws because they are all governed by law. But I could be wrong.... I'm sure other more informed MSE'rs will put me straight!!

The Institute of Sales Promotions complaints@isp.org.uk lay down the guidelines which comp organisors must follow.

MSE Compers have reported that they are very good at investigating dodgy comps & missing prizes with one chap in particular Edwin Mutton, being an absolute star.

Thats from the comping guide :)

Got a reply from Cooks Kitchen as follows
thankyou vewry much for letting us know about this problem. Can I first apologise for blocking up your intray with numerous repeat business. Our newsletter gets sent out every so often but there was a glitch in the system and a major error occured. We are still getting to the bottom of what actually happened but I can assure you that we will and we will make sure that it never happens again.

I must say that they did reply very quickly :D
