Not that I have ever had any experience of having an item of food that has been contaminated then sold in a shop, but you wouldn't expect to buy something from one of the major shops, or even a corner shop which has something 'nasty' in it, to be told when you contact them that you need to ring the manufacturer.
My SIL actually found half a mouse in a tin of peas a few months back, instantly contacted the very small corner shop that she bought them from, and they sorted out the problem.
I think the OP should insist that Drayton Manor get in touch with the manufacturer, as how do they know that the hair doesn't have friends and isn't in other bits of rock (by rocks I assume he/she means the small rock sweets rather than actual large sticks of rock, which could also mean that the hair was cut in to bits)
