I wouldn't abandon my car. What is the basis for your point of view? Who would be the complainant? And if it *did* happen to my car, I would respond to the letter from the DVLA and halt the process.0

On what basis? He has already contacted the police, and they have correctly told him it would be a civil matter. The car is abandoned. He doesn't have to break into the car, he can drag it onto his property.
Who in your opinion would be the complainant?
And what is sneaky about the paperwork which has been designed SPECIFICALLY for this purpose along with the procedure the DVLA will follow once the paperwork has been received?
So can a car be abandoned on private property, which untill this situation is resolved is the neighbours?I like the thanks button, but ,please, an I agree button.

It can be abandoned on private property, of course, I could abandon my car in Tesco car park, or your driveway, or I could rent a house and leave my car behind.
There's nothing in the OP to say for a fact that it was their house. Even if it was their house on a mortgage the re-possession has taken place, the mortgagee has served a notice of 14 days for the owner to collect the chattels, as the owner of the chattels is not forthcoming it can be said that the owner has abandoned them.
If the latter is the case then the worst case scenario the OP is merely protecting his neighbours property, if the Spaniard never comes to collect the goods, then OP can consider the car definately abandoned and the car to be his to do with as he sees fit.0 -
One more thing. OP also might want to bear in mind SORN, and check online for the current status of the vehicle to make sure there are no surprises from DVLA wanting £80 fine for not renewing SORN. Although I would say any fine would not be sent to the new keeper, but to the old keeper.

Ginger Nuts. I know this won't change your mind but consider the following example.
I spot a suitcase on your driveway near the end where I can easily pick it up. It's 3am and noone is around, concerned the suitcase may be stolen and get into less trustworthy hands, I pick it up and happen to notice it contains £5,000 in cash, and some paperwork confirming it does belong to someone in your house. Being 3am I don't think you'd best appreciate me knocking on your door, and I don't think it's a good idea to leave this laying about - so I take it home with me. The next day, eager to give you what's yours I come to your door and knock. No-one answers and your neighbours tell me you've emigrated to Australia and do not have any contact details. I tell the police this and about the money I found and they say its mine to keep if unable to find the rightful owner.0 -
