The time of the £20 multi-region DVD player is here. The original poster has found it in Somerfield, others further down the discussion in B&Q and in Superdrug (plus in other colours).
What is multi-region?
It simply means you can play disks from anywhere in the world, not just European disks. Meaning you can buy US disks which may be cheaper and unavailable here.
To make a player multiregion you often have to input a code, details on that are found later in the thread.
Back to the original posters info:-
Somerfield (I found it Bletchley) has cello dvd-102 at 19.99 . I found it is multi-region right out of the box. Superb picture in my humble opinion. It doesn't have a digital display, but those only eat up electricity anyway and there is a handy 'display' button on the remote so you can do your tracking on screen. It's a silver compact model. the remote is small and stylish. Looks great and for a multisystem at that price is wonderful.
A few months ago i bought a cello DVD/TV -2-in-1 at Sainsbury's and found the quality spectacular and also multiregion so when i noticed this DVD player at Somerfield I had no qualms about the make and really am enjoying this impulse purchase. highly recommended!
Oh, and it plays picture CD's, recorded disks, and has lots of connections in the back for connecting ot various speakers, devices, etc.

Bush and Alba are the same. Imported by the same company (Alba plc).
I have come across too many £20 dvd players to be able to list them. Last one was at Woolies. Argos, Tesco, TJ Hughes do or have done them too.
Perhaps a thread listing dvd players "significantly lower than £20" would be more interesting.
I am still waiting for the first sub £10 player0 -
I'd bet that your B&Q, Bush and Alba DVD players for 20.00 quid are not multi-system like the Cello one for 19.99 at Somerfield is.0
