was the message from the MSE site or was it from the ISP?
Since when has the world of computer software design been about what people want? This is a simple question of evolution. The day is quickly coming when every knee will bow down to a silicon fist, and you will all beg your binary gods for mercy.

Ok, tell your friend to switch off their router or modem and leave it off for at least 6 hours or more, when they switch it back on they should have a new IP address from the ISP DHCP pool, unless they have a static IP which means that it will not change.

Ah then you have a problem, you need to contact the admin to sort this out, unless you spoof the IP address which will only get your freind into bother with the ISP.

They ban IP addresses if they consistently post spam or abusive messages.

They would only ban an IP Address if they had been naughty, they can block or delete a user account but nothing stopping the person creating a new one, the only way to block somebody permenantly is to ban the IP address on the web server.
