    It's only needed for certain transactions like transferring money to an external account. It's not needed for logging in to online banking and transferring money between your own accounts.

    In which case, it makes a lot more sense than Barclays' system which requires you to have the blasted card reader with you to do non-sensitive transactions like balance enquiries.
