I just about gave up at the installing liner stage, there was one part in the chimney where liner snagged, I could see it, about 2m above me, I had to make up a paddle like device to give liner a smooth surface to slide over and down. I also had to wear a my welding bucket with clear glass only, so I could see from bits of small falling debris as I was laying on my back looking up!

What kind of check ? council sign off ? sweep ? smoke test ? a little vague so a bit more detail required.

If they were doing the job then a bit cheeky imo would have thought that would have been in the "price".

For a proper smoke test they will have needed to go up onto the roof - seal off the chimney pot - then light a few smoke pellets in the fire place - then check for leaks, if they did that then £45 is reasonable. If they didnt seal off the chimney pot all they have done there is checked for draw which is a bit steep.
