Well they'd need to (a) be planning to scam you and (b) know what it was.The other thing is that I beleive that they will compare the price - so a letter sent when the buyer has said they have bought a bed will mean that the price of shipping will not be feasable and Paypal will disregard it.
When you check the tracking online, does it show the value of the postage?As I say, it is good that eBay can be that choosy over who they want as customers!

I don't think so. If someone wants to collect, they can pay by PayPal and you're not supposed to discourage them from doing so.0 -
Well, I had a response back from eBay. I have emailed again and asked them why they are advocating fraudulant activity from 'people with intent' so when I get a reply I will add it here.

Please understand that you will not be able to list your item without
offering PayPal as one of your payment method to your buyers. As you
would like to list it as cash on collection only, I may suggest you to
add it to your description that you will also accept cash on collection
for your item. However, it is your buyer's discretion if they would like
to pay for their item using this or via PayPal.
Furthermore, as part of our ongoing efforts to reduce fraud and protect
both buyers and sellers, all sellers must offer PayPal as a payment
option on eBay.co.uk. If you want to sell but you don't have a PayPal
account, go to www.paypal.co.uk and click "Sign Up".
In addition, PayPal must be the sole payment method offered in these
cases:
1) Sellers using a 1-day listing format
2) Sellers listing in these categories:
- Video Games > Consoles
- Consumer Electronics > MP3 Players
- Computing > Software
- Wholesale & Job Lots > Mobile & Home Phones
- Business, Office & Industrial > Industrial Supply/ MRO

Furthermore, you can set your saved postage options in the Sell Your
Item (SYI) form to show that the item is available for local pickup
only. Here's how:
1. Click on "Add or remove options" beside the "Give buyers P&P details"
section.
2. Tick the "Show Collect in person" box.
3. Click "Save"
If you charge your buyers a fee for collecting the item in person you
can include this information in the listing. Follow the steps above and
tick the "Add cost for collecting in person" box.
Note: If you choose to offer more than two postage options in the form,
the "Buyers can pick up the item from you" box will be greyed out and
you won't be able to offer collection as an option.
To avoid any misunderstandings, make sure you state clearly where your
item is located.

How do you know the buyers who are planning to scam you.......
Buyers can't get negatives now remember!! That is a very naive view you have, do you ask the person paying 'you can only collect if you do not scam me later and get your money back'.
The point is they are openly advocating people to commit fraud. Is that acceptable?? I do not think it is but how do you deal with it? Who is going to care to get it stopped?0 -

You have what to fall back on? They have told you that you can list your item for collection only, but you have to accept PayPal if the buyer chooses to pay that way.0 -

I think you misunderstand what I was saying. You'd obviously have to do what I said for every buyer who collected, as you have no way of knowing who is a good buyer and who is not (though looking at the feedback they leave others can often be illuminating).
I know it's ridiculous that they're telling you in the interests of protecting you that you have to accept PayPal; if the buyer collects, they can ask PayPal for their money back and they will give it to them. But that's eBay these days; once they have got their fees off you, they couldn't give two hoots what happens to you or your money, and all the while they have the nerve to call black white and say they're doing it for your own good. It's positively Orwellian.0 -

I'm afraid not, you need a tracking number from a third-party carrier that is viewable online.
If you have a signed receipt written in the buyer's blood with fingerprints, retina scans and inside leg measurements, witnessed by Pope Benedict XVI and the Dalai Lama, PayPal still won't care.0 -
You could add a handling charge for collection (as mentioned in the blurb from ebay) but waive it for cash. Most people would go for the cheaper cash option.0

No they haven't said that is OK they said "I may suggest you to
add it to your description that you will also accept cash on collection
for your item. However, it is your buyer's discretion if they would like

Note the actual wording you can also say you will accept cash on collection..not you can only take cash on collection or even you prefer cash on collectionYou can't therefore say you prefer cash on collection all you can do is say you can also accept cash on collection The two things are entirely different and the rules are strictly enforced. You can offer other payment methods, I have cheques and bank transfers offered on all my listings, but I cannot say that I prefer them on certain items or indicate in any way that I will not take paypal.
