Paypal mess. Visa debit card "chargeback" - Barclays - possible?

Apologies if this is the wrong forum. Wasn't quite sure where to post it!

I purchased an item(audio DAC) from a chap in Hong Kong on the 6th July, via Paypal. I was told it would ship that week. To cut a long story short, it took him 13 days to post it. When the item arrived, it was the basic model and not the upgraded one I had ordered(I have emails detailing this). And, to boot, it was faulty as well.

I immediately emailed the seller. Received a response the following day stating that I received the basic item due to a misunderstanding. My final email to him was this:-

There is no mistake, the right-hand channel is significantly quieter than the left. If the left is at 100%, the right is at less than 20%. This happens whether it be through the headphone socket, through the RCA sockets as a line-out, or as a pre-amplifier.

My initial email to you clearly stated that I was looking for the Head-Fi modified unit, and I asked what the modifications were. Your first response states the modified unit, with opamp upgrades, costs $180 shipped. I confirmed that I would take one of these units - all these emails were sent on the 3rd June. I then enquired about the availability of blank SOIC->DIP adapters, and adjusted the amount transferred by Paypal to take account of these extra units.

Please check over your emails to confirm my intentions.

I will gladly return the unit in original condition. I do not want the item cost refunded. The unit was faulty as received, and the order incomplete. I either want the order "made good", by the shipment of a working unit with the upgraded parts as discussed, or I expect a full refund of the money transferred, less the cost of the SOIC->DIP8 adapters, which are as described.

I will need your shipping address, and confirmation that one of the above choices is acceptable to you, otherwise I shall start a Paypal dispute.

I heard nothing back from the seller. I opened up a Paypal dispute, and escalated it to a claim on the same day. This was over ten days ago now, the claim is listed as "Being Reviewed by PayPal", but when I click on it, I'm told:-
"We're unable to decide this claim in your favour at this time. PayPal's Buyer Complaint Policy applies to the delivery of goods but not to disputes about merchandise quality.

What happens next

We encourage you to work directly with your seller to resolve this matter.

If you've resolved this problem, you can cancel this claim anytime."

I've heard nothing from the seller, nor Paypal, since 27th July. I don't fancy chasing this through Paypal any further, as it's an automated system of nonsense. Am I able to pursue a chargeback through my bank? The item was paid for using a Visa debit card, issued by Barclays bank. The transaction was ~£96.

    Nope, should have no problem having a chargeback as the goods aren't what you ordered.

    what was the outcome of this? I'd like to know too as I'd like to buy something on eBay from someone with 0 feedback but unsure whether to go ahead or not and want to be prepared for the worst....

    Or anyone been through this process, what was the outcome?

    The OP only made 3 posts, all of which were in this thread, so it's highly unlikely you'll get a response now; they've not been back for over 2 years.

    What's more, there have been several changes in policy at paypal & ebay over that time.

    If you want to go ahead with a purchase on ebay from someone with no feedback and want to prepare yourself for the worst, expect to lose your money.
    However, if you buy through ebay and pay by paypal and the item either fails to arrive or is significantly not as described, paypal will usually find in your favour. (Note you will have to return an item that is SNAD, and this should be done by recorded delivery in case the seller disputes it was ever returned)
