But are you talking about a credit card chargeback or a PayPal dispute?
Depending on which bit of paypal you read it is called various things..the term paypal claim probably best fits what I mean..but even paypal themselves call it a chargeback. A true chargeback done outside of paypal though, and which is much rarer is referred to by paypal in some parts of their terms and conditions as either 'a chargeback' or a'a credit card chargeback'. The last claim I had against me which was a straightforward paypal claim where buyer claimed item did not arrive (and which incidentally I refunded rather than let paypal find against me) was referred to by paypal in their emails to me as a 'chargeback'..yet buyer paid by an existing balance transfer and it was NOT a credit card chargeback.
So, the bit I mean (and I have no idea how to clarify this) is where it is all done through paypal and paypal alone without reverting to the credit card company. Whether that is strictly a chargeback or just a paypal claim is unclear. I have a sinking feeling that we have both been arguing the same point but with different wording

Just got this message from the buyer
hi i got your message saying the payment didnt go through and its been refunded but they havent put the money back into my account because i tried to make the payement again and the bank said the money has been sent and is there for you to claim within 10 days? i havent brought much off ebay so can you help me because i dont know what im meant to do when that happens. thanks.
If I refund surely the money goes straight back into their paypal account.Mortgage overpayments 2008 (started August) £3000 -
The money should be in her paypal account....it sounds like she is expecting it back in her bank account.Never put off until tomorrow what you can avoid doing altogether.:D0

Well that seems to be a PayPal claim. PayPal state that it is not necessary to qualify for seller protection in order to win a PayPal claim. If someone does a credit card chargeback and you hope to see any of your money again, then you'll need to have gone through all the steps to qualify for seller protection (which is only available up to a certain amount depending on your status as a seller).
It's not true to say that if you send something tracked to an unconfirmed address, you'll lose a PayPal claim for non-receipt. PayPal recommend using tracked delivery when sending to an unconfirmed address and you should "make sure you keep proof that the package was received by the buyer":

Credit card chargeback... paypal dispute... all boils down to the same thing - the risk of paypal taking the payment back off you.
Don't know why people are getting so worked up lately about taking simple steps to protect yourself.
We could tell people until we're blue in the face that they must get tracked delivery - but it won't make a jot of difference when someone comes back here and says 'you never told me about chargebacks'
Cover all bases, or accept the risk.My TV is broken!

Well quite. But if the buyer doesn't pay with a credit card, covering yourself against credit card chargebacks is rather a moot point.0

I had a paypal payment refunded back to me on 14th July. As it was bank funded, it only went into my paypal account today. You had better warn the buyer that it will take AGES0
