When unlock Nokia with the correct code it says "NOT ALLOWED". This is my first attempt, so why it say this?

I am trying to unlock two Nokia 6030 mobile phones for a friend but cannot see this model listed on the following website. Does anyone know if you can use a different model from the list to unlock?
