I doubt anyone will help you - I'm certainly not about to start typing again only for you to reply that you're not confident in doing as the notes said!0

Download the trial version of http://www.di-mgt.com.au/dbxanalyzer/ it is time limited. With it you can simply open any old dbx file and export the emails to a format you can read at leisure.0

Your inability to send and receive emails at the moment is probably caused by the problem with your ISP, hence their warning message.
In relation to your OE backup messages, why are you attempting to open a .dbx backup?
As you have found out, Windows will not do it.
You only require to use your backups when it is necessary to import them back into OE due to a corruption in the original folders or when transferring to a different computer or identity.
If you specifically require to read a message from a .dbx folder, then you will require a dbx reader program such as this one.

If you require to backup your emails but have them readily available to read, then save/copy in the .eml format.
This is done by drag and drop, in order to copy your messages from your OE folders. The contents of each folder can be copied in block by highlighting all mail messages.

The reason I am not confident enough I that I am not very good on the tech side of computers, hence asking for "easy" help, re your reply #8, I have them saved and have done as you suggested on previous occasions, it is not to save, it is to read the ones I already have saved.
If you don't want to type any more then don't, it is not obligatory to assist.Don`t steal - the Government doesn`t like the competition0 -

Because I was trying to find an email that I wanted some info from, I have opened from these sources before just by clicking on the saved folders and a window opened with all the emails in blue text, I then clicked on whichever email I wanted to read and it opened it just as if I was doing it from my inbox.
I have downloaded the OE reader which is the same one as espresso below.
The problem with sending/receiving is now resolved, it must have been the ISP as you suggest and as I pointed out in reply #11Don`t steal - the Government doesn`t like the competition0 -

Derrick, you can do this simply by using this small application here. Does exactly what it says on the tin!
Thanks, I have downloaded that application and can now read my saved emails, however it is still a lot of hassle to do, knowing full well that I have opened saved emails previously as I have already mentioned by just opening the saved folder then clicking on the blue text that came up in the window!Don`t steal - the Government doesn`t like the competition0 -

That may be due to the way that you had previously saved these e-mails. If you highlight a particular e-mail and then do File, Save As, it will save the e-mail as an .eml file which will open in Outlook Express. To read .dbx files, they need to be imported into Outlook Express or viewed with a viewer. Blue text on this forum usually signifies hyperlinks, so click on them!..:wall:0 -

If you opened the dbx folder then you must have been using a dbx viewer.
I suppose we all do things differently and each to their own but I just wonder why you have created a OE backup and then deleted the messages from OE itself. Would it not be easier to create additional folders within OE in order to store the older messages or move them to another OE Identity. That will save the hassle of needing a dbx viewer.
