Do I have to pay for a PAC?

Now there is no need to be like that, In my opinion I was just stating how you came across as although you say you state facts, you don't say where this has come from.
My own personal experience? I rang up exactly 1 month before my contract was due to expire, and asked for a PAC. I was a bit taken aback that they asked me to pay the line rental up-front (it was a couple of days before my final billing date) on a card, but it didn't actually cost me anything extra... Took them a while to figure out the final settlement amount.
One thing which they did do which was a bit sneaky was because my line was ceased about two weeks before the 18 month period was fully up, they only gave me a proportional Flext allowance and charged me a little amount for excess calls/texts. I wasn't impressed, but I was happy enough to get shot of them.
At no point did they actually charge for the PAC itself, though.0
