Ryanair airport check-in fee refund

Has anyone here successfully managed to claim back the airport check-in fee from Ryanair? If so, how did you go about it?
On the Ryanair website, in the terms and conditions, it says the following:
"Where a passenger is unable to avail of Online Check-in by reason only of not being the holder of either a valid passport or a National Identity Card, issued by the government of an EU/EEA country, any airport check-in fee paid will be refunded upon application."
I want to take my parents on a trip to Ireland and we should be able to get virtually free flights, but they don't have passports which means having to pay a total of £16 check-in fees. It's still a cheap flight I know, but I resent having to pay Ryanair's hidden fees.
For those that don't know, with Ryanair you can check-in online for free, or you can check-in at the airport for £4 per person, per single flight. You are only allowed to check-in online if you have a valid passport/national ID card, UK/Ireland travel is allowed on a driving license, but you must pay the £4 and check in at the airport.

Hmm. Thanks Crabman. However both of those threads seem to be about people who do hold passports but they are not EU/EEA ones (they have US, etc instead). My parents have expired UK passports.0
