Ryanair Airport Check-in fee refund

Hi,
Just been looking at the ryanair website and was wondering if anyone has been through this process
"Where a passenger is unable to avail of Online Check-in by reason only of a matter marked (*) above, any Airport Check-In fee paid will be refunded at the time the special services are requested. Where a passenger is unable to avail of Online Check-in by reason only of not being the holder of either a valid passport or a National Identity Card, issued by the government of an EU/EEA country, any airport check-in fee paid will be refunded upon application.".
Since I do not hold an EU passport or driving license, the latter part about application for refund is of interest to me. Has anyone been through this and managed to get the refund? Or has the ryanair customer service been its old self in this respect too?

I'm interested to know as well as I am in the same situation as you. The site doesn't advise on how to apply for the refund. Any help would be great.0 -
I am in the same situation. I do not wish to call their £1.50 per min helpdesk for advice on this.0

When you check-in point it out and they should refer you to the same little box they send the folk who have excess luggage
Note that you should only be able to get a refund if you have hand luggage only0 -

Does the same apply to a wheelchair user who has to check in to request the assistance / ambilift?
Can they get a refund of the check in fee and associated passengers in their party - eg 3 persons in party 1 wheelchair = 3 refunds? or even 1 refund?

How about for those with 4 people on same reservation but with one luggage (and non EU passports)? Could one get 3 refunds? (Since 1 passenger has luggage)0
