Unadopted drains

A few years ago it was brought to our attention that out mains sewer / drains are unadopted by the local authority, we had a public meeting at the time but nothing came of it.
It has reared up again this week when a drain became blocked and not only did the local authority re-iterate their stance but also threatened to unblock it and charge all the householders concerned, eventually one neighbour got Dyna-rod in and paid the £392 bill himself ( we have all since paid our share) but are worried now that if there was a major problem like a sewer collapse we would all be facing a hefty bill.
Have any other members had similar experiences ? i would have thought that there must be some sort of insurance scheme around to cover this sort of thing.
Two of my neighbours had insurance but they refused to pay out when they realised it was an unadopted mains drain.
Any help would be greatfully accepted.

Why are the drains not adopted?......Is it through choice or were the drains not constructed to local authority standards (the normal reason the refusing adoption).if i had known then what i know now0
