Need advice on sending item to unconfirmed address

in my listing i make it cleary that I will send item only Paypal confirmed addresses, but the address of one buyer who bought one of my item is unconfirmed, and 'The sender of this payment is Non-US - Unverified'.
in addition, the buyers paypal address is different from his ebay one. Name is also different.

should i send my item? any advice would be greatly appreciated.

    i only send to an unconfirmed address if it is a low value item and the buyer has lots of good feedback.

    i would give them a chance to confirm their address.
    if they dont, you can report as a non paying bidder and chose the option 'buyer wants me to send to an un confirmed address'.

    This is tricky, technically you can't do a full NPB on them as they did pay and if you went ahead and put a strike on their account they can appeal and you'll get your wrist slapped by ebay for misuse of the dispute system. However if you go for a mutual the buyer can easily refuse so you lose your FVfs anyway.

    Personally I would refund the money as you have done but explain to buyer you are happy to wait the 7 days or so that it will take for them to confirm their address. be reasonable, meet them half way in getting a solution.

    Thanks for ur advice. I have refunded him and resent him an invoice but the buyer has not sent payment and has not get his address confirmed. I have opened a NPB dispute, but the problem is how i can get the FVF if i do not want to give him a strike. if i go for a mutual the buyer can easily refuse or not respond so i will lose FVfs.

    In fact i really want to give him a strike as he is wasting my time and listing fee, but this is misusing the dispute system as u have said.

    In my listing i clearly state that I will send item only Paypal confirmed addresses. If he is a serious buyer, i think he will get his address confirmed and send payment, but he is not.

    BTW, If i run across the same case(unconfirmed address) next time, can the buyer report that he does not receive item if I send item by SPECIAL DELIVERY?

    Can you refuse a PayPal payment on the grounds that a buyer's address is not confirmed? I thought you couldn't refuse to accept payment by PayPal.

    Their help pages state:

    "We understand that on rare occasion a seller cannot fulfill a selling obligation. However, eBay policy does not permit sellers to refuse payment at the end of a successful transaction. If your seller refused to complete the transaction in violation of this policy, please contact us through our Non-Selling Seller page so we can investigate the situation."

    No. It's not necessary to qualify for the Seller Protection programme in order to win a PayPal dispute.

    Yes, i can not refuse accept payment of buyers with unconfirmed address. I issued the refund.
