I want to repaint my bathroom but the original paintwork has numerous paint spots all over the walls where the paint was no evenly applied. Should i try. to sand it down before attempting a repaint or should i plaster over it?

Persistent damp in bathroom with no windows. Solution?
Shower room/WC has no windows. Walls are partition and not exterior so extraction cannot go direct through a wall. Boiler vokera excell 80sp-no hot water
My boiler is a Boiler vokera excell 80sp. When I turn on a hot tap I get hot water for 10/20 seconds before the boiler cuts out. Turning the tap off and on again does not mean the boiler fires up for another 20 seconds- I can just get cold water. I have just tried the heating and it does exactly the same. Any ideas? Jim.
