No credit report

I have a good credit score with good credit history. I am saving up for a house so am keeping an eye on my credit report.
My SO checked and didn't have a credit report at all! His name is on our current account, council tax, utilities etc. But apparently none of those report to credit agencies. Whoops.
I reviewed advice to others on this board, and so he got an Amex card to build credit. (weird that he was approved though right?) He uses for bits and bobs and it is paid off every month. I waited a few months and now he has a report! But only with equifax not experian or call credit.
What should we do? Given we want to buy a house in a few years?

Is your joint bank account showing on your credit report?
If so there is no reason it shouldn't be showing on theirs unless they are not a joint account holder and only have 3rd party access.
Is he on the ER?
Does he have his own mobile phone contract?
He can raise a query with the CRAs to find out why nothing is reporting. Does he not have his own bank account, mobile phone contract or sim only contract ?
Forget what the score is as only you see it.
Regarding question 1, is it a joint account ? Well its only odd if the bank do report to all 3 agencies and its only with Equifax.

No he's not on the electoral roll, we are immigrants.

Who is named on the utility bills and do they report to the CRAs?

His name is on our utilities - Scottish power. On direct debit and in good standing no issues for the last 10 years but I guess they don't report?0
