    One point to bear in mind .........

    as stated you 1% chance of winning, however it can be done.

    The second best option is to put a good case to the kangaroo solicitor (alleged) having it turned down but kept should VCS ever be daft enough to take it to court.

    When they send out all the piffle in reply to your appeals they will claim that the keeper WAS the driver cos the crystal ball that they use told them.

    People have won cases where the keeper was able to prove that he/she was not there.............

    The byelaws have never been superseded and were drawn up when the Airport had it's own police force.
    VCS claim that those byelaws were for the old Airport, but JLA has only one runway which was built in 1966 and was always part of the old airport. The actual road was also part of the Airport footprint as it was the access road to RAF Speke during the war. Planes built at the Rootes factory used that road to get into RAF Speke.

    So their claim it was never part of the old Airport is rollocks!

    So if they actually enforced a parking fine under these bylaws they could only impose a £5 penalty?

    Thank you all for the facts and help...RK thinks it's a lot of hassle and is worried about debt collectors. I personally want to go all the way with these robbing bar stewards but am useless at letter writing. I just can't let them get away it.

    debt collectors issues are dealt with in post #4 of the NEWBIES sticky thread

    debt collectors cannot do anything at all, they can only refer it back to VCS for possible court action

    then if it went to court the RK can claim POFA 2012 does not apply as its an airport

    let us assume they dont want BAILIFFS knocking at the door, then if they lost in court, paid the judgement in full, then its settled

    my thoughts are they both you and the RK dont understand the conditions surrounding debt collectors or bailiffs so are worrying about a subject you know nothing about so believe in the boogeyman :)

    without a court order, debt collectors are powerless

    we see this misconceptions on here on a daily basis , hence the extensive posts that explain what can and cannot happen, yet people assume the worst

    the RK can always name the driver , but then the driver cannot use POFA 2012 , this would mean the RK cannot be held responsible however, then the DRIVER gets a pcn and takes their chances

    Response to new bylaws and £100 fine quote

    Upon reading this part 2 clearly revoked the bylaws of 3rd May 1962 so the bylaws have been superseded and section 5 ( iii) is pretty clear too supporting whatever the Airport have given VCS permission to do....even more sceptical now for fighting it.

    Enfield Freddy you said bylaws not updated but Castles post at 1.28 they read at section 2 as the previous bylaws being revoked!!!

    maybe the RK should contact PPAL and pay to have it "go away" - have you thought of that ? (seeing as you and the RK are so worried)

    try parking pranksters or cowboys websites for details
