Buyer being cheeky about feedback?

I sold an item to someone, and my listing says that payment must be received within seven days.
After seven days, I sent him a payment reminder which didn't seem to do anything.
On the tenth day, I opened a non paying bidder dispute. This got his attention, and he paid. I posted his item the next day.
A couple of days later, I got a message from him that his item had arrived and he was happy with it, and that he wanted me to leave him positive feedback.
(He hasn't left any for me)
Normally where someone is slow to pay to this extent, I just don't leave feedback. I don't feel that I can leave a positive, as they have failed to comply with my instructions, and made me chase them up. However, I think a negative is probably a bit harsh, and there doesn't seem any point in a neutral.
The thing that annoys me is that he seems to be holding me to ransom by not leaving me feedback if I don't leave it for him. More disturbingly, I assume that a negative or neutral from me will be returned with the same.
I'd like to keep my 100% positive, and I'm not that bothered about not getting a positive from him (although my end of th transaction was flawless and fast). I'm just annoyed by the cheek of asking for a positive when he's done nothing to deserve one, and not having left onefor me.
Did I just get out of the wrong side of bed this morning?

It sounds like he wants to get the feedback so that he can neg you. Just explain that as a seller you wont leave feedback until you are 100% sure that your buyer is happy with the transaction i.e leaves feedback to say so. Then, once he has left his positive you can either reciprocate or put him on your blocked bidders list.0

Another excellent reason why a system should be introduced where both the buyer and seller submit feedback at the same time to avoid this continuous tit for tat thing that crops up every other post.

Remember that feedback is voluntary, and it really doesn't matter if he doesn't leave it for you.
You weren't going to leave it for him and I definitely wouldn't leave any now.
People who email asking for feedback are fools of the highest order.My TV is broken!

Yeah it sounds to me that he will more than likely leave negative or neutral feedback for you. I think timbo82's idea is best.0

Except that con artists would never get a neg that way...My TV is broken!

How do you come to that conclusion? You don't leave feedback until you're happy with your item. Where do the scammers come into it?

Doesn't make any difference who leaves what first. The point is that whatever each party has left gets shown together so there is no way to leave a retaliatory negative just because the other person has.
I don't understand why you're finding it so difficult to grasp.

10 buyers are scammed by seller, pay their money and never receive goods or any communication from seller (let's say cheque or bank transfer, paypal isn't an issue here)
10 buyers leave perfectly justified negative feedback for that seller.
Seller doesn't leave feedback for the 10 buyers.
Sellers feedback, when other buyers look at it to see if he's trustworthy or not, shows ...................... precisely 0 negatives, because the 10 negatives against him won't show up unless he leaves feedback for the buyers, which he's unlikely to be stupid enough to do!
See the problem with mutual feedback only now?

Sorry but I still don't understand what the issue is. You put a time limit on how long each party gets to leave feedback. When that time limit expires then the feedback is sent. If one of the parties has failed to leave any, or couldn't be arsed, tough !!!!!!, they had their chances, they wasted them. So then the scammer receives 10 negs and the buyer's receive nothing. At least it would put a stop to the tit for tat retaliatory/unfair feedback.
