    One way of sending a PM is to click on User CP (under where it says Welcome mrs boop)
    then on the left hand side near the bottom there should be an option "send message", click on this then type the name of the person you want to send a message to in the box provided.

    I'm sorry I can't be of any help Mrs Boop, but could you perhaps contact your local Councillor? They may be able to help you in a dialogue with the council so you can set up a repayment plan.
