Self promotion is NOT the same as spam

Received a curious email from MSE Admin today. The basic gist of it being that if we report what we suspect is self promotion that we have to supply evidence to support our report otherwise the report will be ignored.
So, as we clearly don't have access to IP's or members emails which is a sure fire way of establishing if something is self promotion how can we provide evidence? Say for example a member signs up with a username 'Member12345' and posts a thread for a competition that looks very suss i.e new member, new comp on a new site etc where/how can we get the evidence? Surely that is the job of MSE Admin to look into this? But they are telling me that they wont unless we provide evidence.
Therefore, we are being told to not spam self promotion and now only report it if we have evidence (which is quite impossible).
So, 'MSE does not allow self promotion' may be a bold statement, but perhaps that statement needs reviewing because from what I see MSE are now turning a very blind eye to self promotion.UEFA: Corrupting Football Since 1954 #CTID0 -
I will continue doing what I've done for quite a while now, and leave self promotion and spam for MSE to deal with.0

Trouble is last time I clicked self promotion I gave links to sites to explain why it's self promotion.

Yes I've sent the evidence too and got no further response. They may as well abandon having rules if they aren't going to enforce them then we can all stop wasting our time and join those who seem to have special exemption from them at the moment.

Ok take a deep breath guys; does self promotion matter that much on the comping forum?
They aren't selling us anything they are giving links to competitions.
I do object when it's done to earn the promoters money as with all the something free ( I know you are connected to the company bayjenkins btw) competition on facebook but otherwise?
If it's a dodgy bloggers comp where a friend will win or a facebook like and share which ends when hell freezes over so what? We all enter no end of competitions some we win most we don't.
If we should only hit the spam button for spam as defined by mse forum rules lets just hit the spam button for that. If a self promotion competition post doesn't get taken off the board is it that big a deal? Some peoples thanks count might not get the extra thanks for reposting the comp so what.Rational judgement, now, at this very moment.

But that's why all competitions are run in the first place carry that on to it's logical conclusion and we should boycott all competitions as they are just to promote a brand, shop, website, blog...Rational judgement, now, at this very moment.

Okay if I post my own blog comps here that is against the rules, if I get a close friend to do it for me that is also wrong, so why is it okay for certain bloggers to do just that, I'm beginning to wonder if it is a case of who you know.0
