CE Parking Charge Notice even when ticket was bought

Hi there
on saturday we recieved a parking charge notice from CE wanting £90 or £45 if we pay in 14 days.
thing is we bought a ticket from the machine, which you have to put the reg number into the machine to get a ticket for parking (surely they could check that and realise we paid?)
I intend on looking through the letter templates etc to see which one suits us most but i was wondering is this a known thing, where they send letters to people who HAVE paid in the hope theyre too scared/worried and will just pay up?

    Please find enclosed evidence to this effect, in the form of [if evidence is available, state the details and why it backs up your case].

    For this reason I look forward to receiving notification that the Penalty Charge Notice has been cancelled within 28 days.

    So have changed "Penalty Charge Notice" to "Parking Charge Notice" and added in there that should they wish not to accept that i would like to be sent a POPLA code.

    Do you think this is suffice please?

    Forget the whole template which isn't suitable for a fake PCN like yours.

    Yes it is a known thing, they are famous for it.
    It is called trying it on.

    just do a simple appeal:
    Dear who ever, the registered keeper denies liability of your parking charge notice, your allegation is that no ticket was purchased by the driver, I can as the registered keeper confirm the driver on that day did pay for parking and obtain a ticket, a copy of said parking receipt which is enclosed is included.
    If you refuse the appeal, which I expect you will, do not forget the POPLA code.
