Hi my partner revived several notices form npe for parking in a child and disabled bay, we have now revived letters from a debt collecting agency.
However the letter has a picture of my car and u can see my parter carrying my little girl back to the car also she is clearly blocked in by a truck.
Is there any advice on what my next course of action is?

Are they using CCTV? Is that allowed, do they have permission? Do they need it?
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P.
for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the House of Commons recently

How would the parking company link a picture of someone carrying a child with the registration number of the car - which is purely what they are working from?0 -
I’m not sure if it’s cctv or a camera taking pictures, if it’s cctv then they would of seen her get in to the car.0

So you
1) Tell them the bay is dual use - here is a photo of the bay showing this
2) The bay was being used by a parent and child, as shown in the photo
3) they must now delete your data immedatly, as they had no reasonable cause to access it in the first place. A failure to immediatley comply, and confirm this action has been taken, will reuslt in a claim agisnt them for breach of the data proteciton act 20180 -
