    No that date is talking about the date the current letter was deemed 'served' I think.

    What does the first paragraph say exactly? Does it say 'we issued a ticket on xx/xx/13 and as it remains unpaid we have got your details from the DVLA' Or does it allege that there have been more letters in between?

    Hi

    Park Direct UK Ltd have obtained your details from the DVLA as the registered keeper of the vehicle, through the Reasonable Cause request of pursuing an outstanding private parking charge. Details of the unauthorised parking were as follows. We believe that a parking charge is payable with respect to the above vehicle for the following alleged contravention: No Permit. On 20/02/2013 you were the registered keeper of the motor vehicle with the Vehicle Registration Number XXXDXXXX when the vehicle was believed to be stopping or waiting at The Wharf at 23:50 which resulted in the issue of the PARKING CHARGE NOTICE REF No: XXXXXX

    The time in this paragraph does not match the times on the photos, those being 23:26:10 and 23:27:10.

    Gotcha! So that really is the FIRST LETTER since the alleged windcreen ticket in February - you can tell from the wording it's meant to be the Notice to Keeper that should have been sent between day 29 and day 56!

    So send the letter you have already drafted, maybe adding that you have reported their conduct to the BPA and DVLA and if they should wish to reject your challenge about this unenforceable charge you will require your right to a POPLA code, as registered keeper, since that is the only contact you will now make over the matter.

    And a major complaint about this non-compliant AOS member to:

    The BPA have to investigate and either they'll make the PPC drop it or it will continue with excuses made, but you will still beat it at POPLA if you get a rejection letter from the PPC with a POPLA code.

    I feel you must also complain to the DVLA about realeasing your data SEVEN MONTHS after a parking incident!

    basically says UNLESS the landowner explicitly signs over the right to Park Direct, Private parking companies have NO right to issue proceedings? get it? without proceedings? you CANNOT get CCJ or bailffs coming..

    No landowner will be silly enough to signover the rights for these PPC to represent the landowner to sue people. this is the jist of the ruling by Justice Mcilwaine (what a genius!) or else Landowner will end up being on the hook when PPC cowboy operators go around bullying and blackmailing people... if landowners are that stupid to sign over, then they deserve to be on the hook..

    google BBC documentary on Private Parking Companies, there should be 2 youtube videos, and please watch it..

    Dont pay it! the guys behind this companies know they have no leg to stand on.. just ignore and file.. you can send it back to them if you know it is from them.. only open letters from court (and you will know) trust me, this guy will not take you to court, his previous company has so much CCJs on it.. write in to him and seek legal advice

    unless of course you genuinely did commit park and where you weren't suppose to, then in that case you can decided if you should payup and not park there next time..

    Knowing what I know, I wish I can share with you the info but I know they probably read this too...
    this guy will be in contempt of court.

    the law was changed recently and now PPC can now pin it on the keeper, prior to the change, not telling them who the driver was was good enough.

    Anyway, the ruling by Justice McIlwaine says it all. Tell them you look forward to seeing them in court, remember the guy who took your picture has to be in court too or else their case will be sunk, furthermore I highly doubt Park Direct would come to court.. this guy will be done for fraud soon... his previous company has outsanding CCJs where they clamped and issued PCNs and the courts ruled against Park Direct, now same guy Abraham Saliba started new company.. doing the same thing .. the CCJs have been unpaid.. I wont reiterate but I will track this guy down.. and put him behind bars...

    Here are the case ids against Park Direct Limited (where Abraham Saliba was director) over 85 cases where Park Direct should repay the victims as ordered by the court, but they decide to disappear, now he starts a new company got BPA approval and is doing the same thing...

    Yep they phoenixed into another firm, got probably about £40k of ccjs then go and make a new ltd company and start afresh all endorsed by the bpa. The big mistake on most of those claims is that they never sued the landowner/agent/retailer as well. They are equally liable for their agents the clampers / ticketers
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    Unfortunately, even when they were all cowboy clampers, none of the people that were going to bring the whole industry to it's knees, ever did. The Tories promised they would and made their lives hell for about three hours, then sold them all our registration details!

    Agree with you, but none of them ever possess the resources I have nor the know-how. They will know who I am if I told you what I did for work and I know they read this forum. Forget the DVLA or BPA, they have no tooth. How do you reckon the taxman will react when it can be proven that they generate so much profit, yet never paid any tax? because this is what they do, dissolve the company before the tax year is up. Even if the Taxman do not respond. I have other ways.

    Question for the OP is this, do you think they have the gall to take you to court? tell them you are taking them to court!

    I am not advocating that people should park illegally and challenge PPC or that all PPC are cowboys.. Park Direct is a proven cowboy, based on the evidence I uncovered. DVLA and BPA won't act, HMRC might, HMRC won't act well, I have a backup plan that envisage HMRC or the police won't act anyway.
