ANPR Ltd PCN for parking in an area that should be kept clear at all time

Hello,

I've received an parking charge notice from ANPR ltd (not long after receiving an apcoa PCN from Bham airport from whom I am still waiting to hear regarding my appeal- grrr!). Anyway this new one was left on the windscreen after I parked in what was previously a free tesco car park to do some shopping in tesco. The car park has now apparently been sold to an outside company which was confirmed by tesco staff after I went back to complain. The signage was inadequate- nothing upon entry saying it was no longer a free car park. I spotted a few of their generic parking warning signs dotted around afterwards which say you need a permit to park. However the code on my ticket says I parked in an area that should be kept clear at all times which seems contradictory...I definetely parked in a parking bay that wasn't blocking anything and there were other cars next to be on both sides which had not been ticketed as they presumably had a permit? So abit confused.

Anyway I've read the extremely useful newbies thread and am unsurue about whether to send off an appeal letter within 14 days (I was planning on using the generic 1st appeals one posted in Newbies which is great and signing off as "the registered keeper" rather than give my name) or wait for ANPR ltd to send me a notice to keeper (which they may not do going from what i've read in other posts) as this seems to be the preferred advice for windscreen tickets.

Any advice would be much appreciated! Apologies for the long ramble- just seem to be attracting private company parking charges left right and centre lately!

    No parking company will accept an appeal signed off as registered keeper

    At this stage you have two options:-)

    a) appeal now as the driver using a service contact address - which could be a friend/relative/ work colleague etc.

    PTAS will also do this for you

    b) or wait for an Ntk - however ANPR will probably skip this and send the lovely expedion letters and threatograms instead.

    I am 99% certain that the car park has not been sold to the joke company that ANPR is.
    The Tesco staff are either fobbing you off or stupidly making it up as they know no better.
    You should complain firmly to the manager not the (lack of) customer service staff.

    4consumerrights- if I did decide to appeal rather than wait should I identify who the driver was in the appeal? Or did you mean appeal as the keeper because I thought it was alway best not to identify who the driver was in such appeals?

    If you are using a service address then yes the whole point is to name the driver using the wording in POFA and to remove reasonable cause for the DVLA to obtain the registered keeper details.

    Yep that is an alternative appeal strategy- however it will not necessarily remove registered keeper details being obtained from the DVLA and ANPR have form for digging their heels in with issuing POPLA codes.

    Just had a look at this post and although it sounds similar, there was no parking time limit or pay meters at the one I parked in, just a sign saying "parking for permit holders only" (which I spotted after being ticketed!).

    I'm in a not dissimilar position but unsure how best to proceed.

    ANPR issued a PCN, stuck on the windscreen of my car. I'm the registered keeper, but someone else was driving the car at the time.

    Having read the stickie together with this and other threads, I'm unsure about how and when to proceed.

    Should I do nothing until I receive a Notice to Keeper? And if I don't receive an NTK and they go straight to threats of debt recovery and so on, does that it any way limit my right of appeal via POPLA?

    Would appreciate any advice here. And sorry for a newbie question.
