I would certainly ask them if they will waive the fee as they cannot provide cover. No harm in asking.

It can work well in some circumstances like
1) you won't be using your vehicle over the winter (common for motorbikes)
2) You KNOW you will change address/car
3) You need to accelerate your NCD

A cancellation like this one (due to a change of address) does not need to be considered a "refusal/cancellation" in this context.
I’m not sure that it’s down to punters to guess which sorts of cancellation have to be disclosed in answer to an unambiguous question like “have you ever had a policy cancelled”. Explaining the circumstances might mitigate the effects but it should certainly be disclosed.
OP….The cancellation fee etc will be detailed in your policy.
Having said that and bearing in mind what I said above, it almost certainly the case that you will be better off long term if you cancel and swallow the fee just to avoid the need to declare it in future.
Once you have cancelled it might be worth putting a complaint in to see if you can get your costs back as the reason you had to cancel was because they wouldn’t cover an area 5 mins away although I wouldn’t hold your breath.
I would approach another broker and see if you can get a quote from Fortis for the new address, if you can then all bets are off as they (broker and/or Fortis) are using the change to unfairly make money out of you and the FOS will sort that out for you.

If you take that approach you will be unable to get any online quotes.
Policies are regularly cancelled mid term because of unacceptable changes being requested. (Address/new vehicle/change licence etc).
Technically they are cancelled by the policyholder, as the original policy no longer applies.0 -
Yep, that’s why I made the distinction between being cancelled by the punter (doesn’t need to be declared) and cancelled by the insurance company (does need to be declared.) & advised the OP to cancel himself rather than letting the insurance company cancel
I’ll stick with “any policy cancelled by the insurance company needs to be declared whatever the reason”
