    the thing is the best deals are online, when I do a search for hire cars I am looking at multiple hiring companies looking for the best offer, though I must admit never done europcar as I find them expensive.

    In regards to this issue though, they know damned well that these tickets are not enforceable, and they are making money out of people's ignorance to this matter, I would just say my card was lost and get it replaced in this case to be honest.
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    What the hire car have said is that they have had to go through all the trouble to send the Parking Notice out (which takes times) so this is the admin Charge applied.

    Terms and condition copied exact wording


    3.4

    You are Liable for & will pay All tolls, Congestion Charges, Bus Lane, speeding and other traffic fines, penalties (including Penalty Notices), Court and other authority Costs for Parking, Clamping relase from compounds, traffic and other offences occured in respect of the vehicle during the rental period whether You were driving the vehicle or not.
    Upon a Authority's request We may supply Your Details to such authority.
    If We supply Your details or such penalty remains unpaid You May also be charged a Admin Fee.

    We may on request, provide You with a copy of the traffic violation notice We send to the authority.

    I don't see in these terms and conditions about charging admin fee for forwarding a letter to me.

    It does say they MAY charge admin fee if they have to supply details to authority or if fine remains unpaid. Which they did not supply any details...

    The fine never was charged to them as I got it removed by the hotel before it was charged... the charged date was due on 16th June by Parking Eye as it was not paid on the 1st,...

    It's not a 'fine', nor is it a 'penalty notice' nor a traffic/parking 'offence'.

    Nor is the crappy piece of paper they forwarded to you from 'an Authority'. None of Europcar's description you've given in bold relates to a private company's parking charge. It's their error in not knowing the difference, they have forward a worthless piece of rubbish they should have binned.

    Now as far as the hire car company's 'Admin fee' is concerned, coincidentally enough they have done a similar thing to you as PPCs do. They have inflated the admin fee for forwarding a piece of mail, to the extent that it is in itself clearly a penalty = unfair terms (even if on your contract) = illegal.

    I hope you are dealing with the hire company by email as otherwise you're using up money in postage fees or phone calls to sort this out.

    Do not let this go. Tell them that not only is a private parking charge absolutely NOT covered by their t&cs, but their admin charge is in itself an illegal penalty. They must refund ALL of it to you as - illegal penalty or not - the main fact in your case is that they never had cause to send you the piece of tat from the PPC in the first place.

    If they cannot understand the difference between a proper PCN from a Local Authority and a spurious scam charge then they need educating! To help them understand, link them to this Fleet News information about the scam:

    You shouldn't have to be doing all this. They should be apologising to you so don't let their ignorance stop you getting a full refund. Then tell them you will never use them for hiring a car again (after they've refunded you) as you're shocked that a large fleet manager does not know what his hire t&cs actually refer to.

    Stay calm and state the facts - you are right and they are wrong but they don't get it yet so you need to inform them of the above and give them the Fleet News link so the penny drops.

    On any construction this excludes Private Parking Company invoices.
    I would write to them explaining why they need to to refund the charges they have applied which are clearly outside the terms of the contract and putting them on notice (a Notice before Action) that you will seek remedy through the courts. If they did not refund I would proceed to take them to court.

    Thanks for the help.

    I'm on to them again today.. The Hire company have asked me for a copy of the Parking Eye letter which cancels the notice. Not that they can be bothered to check themselves as the Parking Eye Notice was with them NOT with me. They simply added and forwarded it on...

    Fortunately I have the letter from Parking eye sent by the Hotel so I will scan and send to the hire people...

    I'm not sure who is worse Parking eye or the Europcar...

    well you know what to do next time, take your custom elsewhere , make sure that you inform them of this, and that you will be telling all friends , work colleagues and family not to use their company ;)

    managed to get Europcar to FINALLY Refund the Admin Charge ..

    So persistence does pay off .....
