HBOS rights issue

Hi,
I hope it is alright to post in this forum as it would be an investment. I have received this Rights Issue thing from HBOS. I am a shareholder.
I think i can buy some more shares for a certain price or sell my rights to someone else to use and be paid.
I am usually quite savvy on financial matters but i don't get this.
has anyone on here received this pack and what would be a good course of action.
The shares have really dropped in value so i don't know if i want to buy anymore
