My friend has just been accepted for this card. It offers 0% for 15 months on purchases and transfers the latter with a 3% fee. I presume this card is one of the few it is safe to do both at the same time without incurring interest? I recall a article advising against this and getting two separate cards in most cases.

Yes, if it has the same 0% period for both then it's safe to do both.

Your Capital One card has the more common 'negative' order of payments, but since you have 0% on both purchases and balance transfers for an equal introductory period duration it doesn't matter what the order of payments is.0 -
