help giving negative feedback

I had trouble with someone a few months ago who didn't send me the item I had paid for and wouldn't answer emails. I waited until the 90th day at the last minute (you have to take into account the timing of the listing too) and then left him a negative. I haven't been left a negative back and assume that if he has tried he has been unable to.

Thing was, the 90th day was while I was on holiday in Ibiza so I had to use the hotel internet in order to do this!!! (I tried the Taiwan site but it is difficult to use because it isn't in English and its hard click on the relevant sections to leave feedback and anyway you don't need many words in order to convey that someone has robbed you!)

I would not recommend using the taiwan site anymore, for the reason I gave earlier...

If you use the taiwan site to leave feedback and the recipient complains, ebay will now remove the feedback, regardless of content.

There has been some talk on the unmoderated boards and it seems that ebay are tightening up on feedback issues. I don't think I would chance leaving 'Taiwan' feedback at the moment while there still seems to be some doubt as to whether it will stay on record. I'd rather sit and work at a clever feedback response on the UK site.
