Problems with neighbours

We had been friends (not close) with our neighbours.
Last year one of their sons had a drum set and started to drum every day. At first it was bearable, but it then got a bit much. The houses are detached but we could hear the drumming clear as anything with all windows shut in their house and our house.
We had mentioned we could hear his drumming, as had other neighbours, but they didn't take any notice.
We rang the council for advice and they said they could send a letter, which we delcined as didn't want problems. A few weeks later, they recieved a letter about a noise complaint. They came and accused us and their neighbours on the other side. We said we had nothing to do with it(as we have said no to a letter) and it wasn't the other neighbours (who are good friends of ours.)
Since then they do not speak to us and the youngest son gives me dirty looks when he see's me (im almost 21 hes 10).
They seem to only drum when my mums car is there. I have been in all day whilst shes been out, and theres been no drumming, 6pm when she gets home, it starts.
Today it have just really !!!!ed me off. Firstly, the mother was in at 12 today and her dog was lose in the street. It chased my cat and because my mum put her leg out to stop it going in the house, it went for her. They have a staffie which they allow to be violent to people and dogs (i know as they would brag about it). I got home at 5 and mum was out, she came in at 7 and at 7.05 the drumming started and went on for 45min. They get in from school at 3.30 every day, why wait till 7.00 to drum?
I feel as though i am living next door to scum. Just cant wait till the 28th. Am having a party for my 21st and am not planning to be quiet for their sake (all the other neighbours are coming to it)

The best advice I can give you is to ignore them.
45 minutes drumming at 7.05pm is not causing a nuisance. By reacting to these people in any way, you are allowing them to see that they are getting to you and they will continue it.
Ignore them, and it will hopefully die down. You do not wish to cause grief with your neighbours......it makes stressful living for everyone.
If the drumming noise is causing a pain, try some background nose.....the tv or radio as a distraction. It will often cut the noise out completely.
With regards to the dog....is it normally out loose in the street? Or was this a one off?"One day I realised that when you are lying in your grave, it's no good saying, "I was too shy, too frightened."

you should have our neighbours if you think thats bad every night at about 2am they are whopping and cheering obviously playing with himself the little freak we've said something to his dad but they do FA so now as we're up at 6am out comes the hoover and radio im glad they like century fm

Here is one for you start hoovering on a sunday morning between 6 and 7 see how they like it make sure you get near the skirting boards as it vibrates like a good un!

Unless you work shifts then drumming at 6pm till say 9pm isn't really antisocial unless it's higher than a certain decibel.
You can speak to noise abaintment about getting a thingy to measure this.
The dog... This is in my view a far greater concern. Not only because ANY stray dog can be dangerous, but one that you say "is known to go for people"... next time the dog gets out you need to contact the dog warden or if it's out side of his business hours (I know... daft innit?) then call the police. Compared to my old neighbour this does seem minor, but he was well one of a kind no doubt. I lived in a council studio flat directly below him. He had no carpeting and liked to play golf all hours day and night above my head. Often him not sleeping for over 24 hours at a time. He had very bad psychological problems, so had the day and night him screaming he was going to kill people. Wasn't fun for 5 and a half years.
Any how as the hours are not classed as antisocial you might not get too far. In order to have a noise abatement notice issued you would need a dat recorder from environmental health. Where I live takes several weeks to months once on the wait list for it. Prior to a dat recorder they generally like you to keep a log of the noise.
A noise abatement notice if issued will tell them to stop the noise or further action will be taken. If broken in principle they can then gain a warrant to remove the noise creating item. However in my case the noise abatement noise was not enforced after it was issued.
It might be best to ignore it because if its deliberate to annoy you the more you react the worse it will become.
I also believe there is something you can put over drums to reduce the noise, maybe worth suggesting to them if you want to.
The dog issue if regular should be addressed via animal groups.0
