You are entitled to park anywhere on the street as long as it doesn't cause a obstruction, parking is prohibited (yellow lines) or its unsafe to do so

If the person has a disability he may be entitled to a reserved parking space however that would depend on whether the council think there is parking problems ie lack of spaces and whether he needs one. Until then you are entitled to park anywhere as long as you follow above and you vehicle is licensed ie road tax/insurance etc

Could you not park outside your own house? Or elsewhere?

He's probably an old man who has a chip on his shoulder with the world, and has nothing better to do than paint planks of wood green and get a bee in his bonnet about people parking outside his home. If possible, I'd just ignore him.
Should've = Should HAVE (not 'of')
Would've = Would HAVE (not 'of')

No, I am not perfect, but yes I do judge people on their use of basic English language. If you didn't know the above, then learn it! (If English is your second language, then you are forgiven!)

At the risk of stating the obvious would it be worth having a word with the gentleman? Are you parking on the road or a grass verge? Any way you could park at your house, have the kerb lowerd by the council (they charge). What do your other neighbours do? Its not worth falling out over - how about the rear of your house any scope there?

Where is the piece of wood erected. If it is on the highway causing an obstruction i would remove it and bin it. My daughter has a similar problem but as they live in low rise flats it is outside her house as well. The rest of the block take it in turns to park in "his" space as soon as he goes out. Petty but great fun seeing the expression on his face when he comes back.

    Hi
Is it his house or your house he is trying to stop you parking outside of? Not clear from your original post.

Does he have a car himself?

why is it that you'd want to park outside his house rather than your own? is it necessary to drive over this space when you're going out - i'm presuming not as if your neighbour parked his car there then you'd be stuck. although it's a tad petty of him, it's not clear why this would be a problem to anybody if it's outside his own house.

also, why was it that you drove over the grass outside his house?

You can legally remvoe an obstruction on a public highway. You have as much right to park outside his house as he does, as long as you don't cause an obstruction.
