Rossendales help!!! (Bailiff advice!)

I had a bailiff arrive at my door last week, i was not in and was left a letter with a libility order from council tax at a preivious address.
I did not even know i had got this. Anyway to cut a lonf story short i rang rossendales and said i would pay £43.00 a week till it would be paid (12 weeks)
The lady on the other end said yep that is ok and i said i would make first payment this friday, However she said for me to hold and then the bailiff came on the phone and said before they would agree he needs to come to me and do paper work which i replied no i would not let him in. He then raised his voice and was very rude and said well you have a nice car out the front i will come and have that. Is this possible to do that as like i have said i have offered to make a payment plan. He said i have to sign an agreement well i said why cant they post one for me to sign, i do not want him in my house and i know that once i allow him in he can gain entry at anytime.
He is coming on wednesday and i am very worried about my car.
Any advice will be appreciated.

Thank you i will, i am so worried about this though and i feel so sick, I just cant get over how rude he was. even though i was offering to pay. The thing is he said that the council notified me off this but i never recieved anything from anyone. When he turned up that was the 1st i had heard about it. When i told them this they said they here this all the time but in honesty i didnt as i would of delt with it as soon as i knew.0 -

And listen to Herbie - she really really knows her stuff... usually better than the bailiffs do! And definitely better than I know the law regulating Bailiffs

Is the car on finance? They cant take it then as its not yours for them to take.

The car is not in finance, however we are self employed and i am not sure that i am exempt. Also if i am on the registration docs that does not nessasary mean i am the owner could i use that one.
I am waiting for the bailiff to turn up today as he is due and i am tooled up with all the paperwork regarding my rights but unsure of the car.0 -
Dont let him in through the door - Very important. Tell him to go sit in his car and talk to him there. Continue to pay what you have offered regardless of what he says, dont be bullied into paying what you cant afford.Total 2019: £3972 - Best win this year £3000

My hubby is home today so i feel a bit better as my hubby has some choice words as the bailiff on the phone spoke to me awfully.
Shall we open the door though as i know they are not allowed to force entry and i have already told him i am not signing anything and he is not welcome in my home.0 -
If in doubt about the car, park it somewhere else on your street - even a few doors down.
Make sure all doors and windows are locked. And if you need to look for something in the house while speaking to him, close the door and lock it - then come back.
If you are concerned, tell him you'll not open the door - you can even speak to him through the letterbox. Dont open the door as even though they are not allowed to force entry he may try to do so and it is his word against yours. Dont leave any windows open either as this is seen to be an invitation, stupid I know. I have just been through all of this and went through all of it with debtline. Talk to him through the door, tell him you will discuss it when he is back in his car/van. Close the door behind you taking the keys.
I think you have made a very reasonable offer tbh. If I were you in total honesty I would go out for the afternoon as you have made your offer and they are just trying to bully you. If the car isnt there they cant take it and if they havent been in your house before they cant force entry.Total 2019: £3972 - Best win this year £3000
