Moving house, moving broadband, help!

Hello all, desperate for some help....
We're currently with Tiscali, so I called them to transfer account to new address, but was told that I cannot do that to that particular number, and will have to close my account, open a new one. (Took me over two hours to get through, too!) The lady couldn't really help me as to why this would be, only thing I can think of is that I believe that the property has been served by Sky for telephone/broadband/tv?
Anyhoo, my question is, no1) Why can't I just transfer my account? Anybody any ideas? and 2) if I change providers, will I still be able to access my @tiscali email accounts, or would I have to switch those too?
Any and all advice would be greatly appreciated.....

I don't know all the ins and outs, but I believe that if you transfer your account it can take 10 days or more to get broadband up and running. If you open a new account it gets set up much more quickly.
You will probably be able to access your tiscali email accounts for a period of time if you do change providers. Can you set up a new account with Tiscali?
Why anyone would want to stay with them is another matter.0
