I hope the scaffolders sentence isnt too long then Vic.(This all sounds SO familiar - do you reckon all NFH are related genetically? Ours almost had a fight with his scaffolders - from what we could hear they had quoted a price for erecting it and hed asked how long he could use it and they said as long as you like and 6 months later he still had it up but didnt realise his mates would want a monthly hire charge - so they were there on a Sunday throwing it down to the ground while he went up a ladder showing them he didnt need it to replace his guttering - oh my god, give us strength)
Ive just had him throw about 12 leaves over onto our patio - because they were encroaching on his air space I spose - what a ****0 -
In some ways it would be easier if my neighbour was as openly nasty as that hethmar. It would make it easier for me to go all out attack, I'm still reluctant to do this as yet because he's always been ok with me. (Apart from building a house in my garden obviously!)0

He should have issued you with a party wall notice if he was ging to dig foundations that were to the 'line of junction' and therefore foundations were projecting under your land, or if the foundations were within 3-6 mtrs (and a 45 degree angle @ 6m) of your property. The Party wall act is a schedule of works that agree a schedule and timescale of works to be carried out in close proximity of your property - agreed between yourselves and a surveyor (or 2) however, they act on behalf of the wall and not the building owner/adjoining owner. The whole point of the party wall act is to facilitate the works to go ahead not prevent it.
If you 'google' party wall act you will find lots of information. If you have boundary queries, try reading a book called 'Anstey's Boundary Disputes'. Once the party wall work has been carried out, there is very little you can do - yes, he should have issued notices by the sounds of things, but he hasn't and the work is now completed.
It sounds like your neighbour assumed he still has permitted development rights in addition to the planning permission for the 2 storey extension. Does he have building regs for the single storey?
I haven't read every post, so sorry if this repeats something that's already been said. If your neighbour should ever want to sell, he would need the party wall paperwork. A previous boss of mine basically held his neighbour to ransom by registering a dispute over some building work that had been done up to the boundary with his house, without him ever having signed the party wall agreement. My boss had even moved house, away from the guy that he had the dispute with, but the guy still needed his signature to later sell the house. Things got very nasty (guy turning up at night and threatening the boss's pregnant wife) and basically the boss made him cough up several thousand pounds for his signature. :eek:They deem him their worst enemy who tells them the truth. -- Plato0 -

Whatever you do, write everything down, maybe in one A4 diary. Keep notes of dates and take lots of dated photos. This may prove invaluable later

Here's the reply to the email I sent to the council:
" The single-storey to the rear was erected before the two-storey extension so consent is not required, the permission relates solely to the addition of the pitched roof to the extension – which is acceptable in that it meets current design requirements. If any further extensions are proposed to the property, they would require Planning Approval.
Regards "
Hmmmm. know he knows this isn't true, because I phoned the council 3 times and told 3 different people including him that the existing extension at the back has been extended again AFTER the two storey extension was put up.
I've also got a letter from the council saying:
" Further to your recent enquiry in respect of the above mentioned application, I would advise you that a site inspection carried out by an enforcement officer of the City Council, has confirmend that the development permitted has been carried out wholly in accordance with the approved plans. I trust this clarifies the matter. "
If they had been out, then they would have seen that the existing extension has had a new extension put on it that is obviously recent (as you can see from my picture).
Is he having a laugh? Should I write to the ombudsman?

One very useful thing you can do this weekend is contact a local councillor to mention taht you think the planning officer is incorrect. It will certainly do you no harm, and potentially a lot of good. Details of who to contact and how are on the council website, and they may even have a surgery todat that you can go along to.I can spell - but I can't type0
