TDWaterhouse ISA charging practices

I just received a letter from TDWaterhouse requesting payment for ISA administration fees, even though they announced back in April that no administration fees would be charged for accounts with value over £3600 on the last business day in May. Well, they are just billing me £25+VAT. The old fee was £30+VAT, but no clarification whatsoever was made back in April regarding pro-rata adjustments.

Is this ok?

I had put up with their inability to take sell orders online for OEICs and UTs (so I had to spend ages to arrange this over the phone) because they weren't going to charge admin fees, but if they overcharging then I would just transfer my ISA out!
