Ebay advise needed: Paid for item via Paypal, Item not delivered :(

Has anyone been stung with the £15 admin fee if they've made the claim through ebay rather than paypal ?????0 -
If you try to make a claim through ebay and you have paid through paypal it will prompt you and take you through to the paypal website anyway0
