A Chargeback is covered by the Seller Protection Programme if it was due to non-receipt of merchandise, or an unauthorised payment:
11.3 Qualification. In order to be qualify for a payment under the Seller Protection Programme, you must meet the following requirements:- You must have a Verified Business or Verified Premier Account at the time of the payment transaction,
- The transaction must be between a US, UK or Canadian buyer and a US, UK or Canadian seller,
- The payment must be listed as "Seller Protection Policy Eligible" on the “Transaction Details” page. Sellers are encouraged to minimise their risk and to review the Transaction Details page to see whether their payment is “Seller Protection Eligible” before fully completing their commercial transactions,
- You must accept a single payment from one PayPal Account for the purchase,
- You must not charge a surcharge for accepting PayPal,
- You must post the purchased item to the address listed on the “Transaction Details” page, and that address must be identified as a Confirmed Address,
- You must post the item to the buyer within seven Days of receiving payment,

Yes, that list refers to getting protection against credit card chargebacks under the Seller Protection Programme. Not everyone pays with a credit card.

The bit I quoted is for non receipt of goods,

A claim for fraudulent use of card is not even protected if item is sent to a confirmed address unless you are a high metal power seller under the new expanded programme. For us lesser mortals (well, I can't talk for anyone else, but for Me as a lesser mortal) , atracked item to a confirmed address will still be refunded to the buyer regardless of seller protection. I like paypal, I even defend it on here but this fraudulent use claim thingy is th eone thing I cannot defend..even if a seller complies with all the requirements a basic seller will lose their money up to 180 days from the date on which the item was paid for.

Well, I do agree that selling without Seller Protection increases the amount of risk involved, and we all have to weigh up whether it's worth or or not.
But even if someone is willing to sell without it, there are other steps one can take to protect against other things, such as using tracked delivery.0 -
My own model is to send everything up to £36 untracked, standard mail whether in the uK or overseas carries a standard insurance against loss if you have proof of posting. For items over £36 in the UK I always use special delivery or on a few occasions standard parcels with added insurance (I know that isn't tracked but then I am protected against loss as I have a claim against RM). I do not sell goods over £36 outside the UK as I will not pay for a supposedly tracked service that has a lot of caveats and exclusions knowing that I am not covered against a paypal chargeback anyway.
This is just my personal system and keeps me within my comfort zone, it obviously would not work for everyone. If the postal address is unconfirmed, it will not matter whether you can provide online confirmation of delivery or not.0 -
hi a buyer bought a item from me but hes based in india and has a unconfirmed address, i know that apart form the UK and somewhere else that all addresses shown as unconfirmed but i think i'm not covered by paypal if the buyer claims non receipt, he wont pay any extra for postage to have it fully track b someone such as dhl which is understandable because its expensive, however i dont want to lose out so think it might be easier if i just refund him.

Cutting out overseas bidders will just save you time and this sort of headache. its easy to do, just tick the relevant boxes in the Sell Your Item form when listing.
And your right, even if you can prove delivery, as the address was unconfirmed you wont be covered by Paypal.0 -
