am i covered by paypal if i send a item to india to a unconfirmed address?

hi a buyer bought a item from me but hes based in india and has a unconfirmed address, i know that apart form the UK and somewhere else that all addresses shown as unconfirmed but i think i'm not covered by paypal if the buyer claims non receipt, he wont pay any extra for postage to have it fully track b someone such as dhl which is understandable because its expensive, however i dont want to lose out so think it might be easier if i just refund him.

what do think?

thanks, thats what my instinct was telling me so i'll refund them unless additional money is paid to send via dhl or something like that.

You won't be fully covered even by DHL.

Assuming it is reasonably light you could have sent it by airmail with a certificate of posting if it is under 36 pounds in value or international signed for with additional compensation if it is worth more. You could then reclaim from the PO if it went missing. No need to use DHL etc who are very expensive for small items.

Although you won't be able to claim Airmail postage costs back, only the items value.

He would be covered against PayPal disputes and claims if he sent the item via a method that can be tracked online.

If the buyer won't pay the extra, you could either send it anyway, pay the extra yourself, or refund him.

I would be inclined to do the latter.

Only to a confirmed address. Non US and UK addresses cannot be confirmed.

No, posting to a confirmed address is necessary if you wish to be covered against the fraudulent use of a credit card under the Seller Protection Policy. It has nothing to do with PayPal disputes.

I think we will have to agree to disagree on this one.

I believe that paypal are quite clear on their checklist for using paypal safely that items must be tracked to a confirmed address to win a paypal chargeback, but if you disagree then that is fine.
