Have they registered the SIM with Orange?

Absolutely right. Orange require the SIM to be activated before it will work. Additionally, Orange lock handsets to particular SIMs (or vice versa) so that even if any other (active) Orange SIM were inserted it would not work.

My view (for what it's worth) is that all handset locking is anti-competitive and should be outlawed. However, it is still legal, but there is nothing to stop you having the phone unlocked, to use on any network of YOUR choosing.

There are other threads about how best to unlock Nokias.

I hear what you saying, but it is more about the subsidy on the handset to sign up to a particular sim. I take it there was a sim with the phone, but they have choosen not to use it?

This is why the box breaking has got out of control, which has been caused by the operators offering handsets at a loss.
